In the last few decades, governments across Canada have developed numerous programs and s directed at helping Canadians to stop smoking. Those programs and s, along with the changes in social values that accompany them, have helped to decrease substantially the percentage of Canadians who smoke. But in recent years, the aggressive anti-smoking campaigns seem to have stalled. Fewer than one in five Canadians now smoke, yet we seem unable to reduce the level below 19 per cent....
